I support this as well. Regardless of whether or not you respect or enjoy bullet, many people do, and freedom of customization is a good thing in this case. I say let the player decide how many seconds in the game. I would love to see how many moves someone could cram into a 1/60+0 chess game XD
I do think anything 1/2+0 and less with no increment should have its own rating. Also hyper should be added to the quick game menu.
I agree with 15 sec. But I think 20 sec would have more to it. If you berserk with 15 sec you are already in big time trouble, while with 20 sec, you still have 10 seconds. I also like the idea of #17. Using increment for bullet is fun if it's under a second. But I think people with very high ping won't like that. Even though it get's compensated it's annoying to play with.
But besides that. I support 15 sec + 0.
EDIT: I also think that if 1/4 + 0 games will be introduced with tournaments we will see a difference in numbers If we would have 100 hyperbullet players where let's say 30 - 40 will play Boltbullet we don't see the great tournament numbers again. So it could mean a lot for the tournaments. I'm not saying it will, because even though I'm the best - ;) -, I can't look into the future. But it could become a problem where the bullet players ( we often stick together ) go separate. Maybe a solution will be to only play Boltbullet in very long tournaments, let's say 1 or 2 hours! Therefore more people will join, we also see this with the weekly or monthly hyperbullet compared to the hourly hyperbullet.
I agree with others that it would be nice to be able to specify the number of seconds in the time control, and that there probably should be a new rating category and some dividing line between games that are primarily about smart premoving & games where you are more or less playing a full game of normal chess (just really quickly). Maybe under 30 seconds?
Since the games would be extremely fast, it would also save some annoyance if there was either an automatic rematching function (and then you abort when you don't want to play anymore) or an option to challenge someone to a series of games (e.g. you agree in advance to 10 games of 5 second chess, and then you can rematch for 10 more).

1/4+0 would be fine for me
I would love to see 15 seconds chess avalible here on lichess. I think there is no real reason not to enable us to experience even more madness and fun with these time controls. Cheers
