I agree with @Toadofsky
It doesnt sound like a bad idea to me. I could see how it could work, and if it's working elsewhere that would suggest it can.
It sounds overly restrictive in theory, but the reality is I largely stopped using the forums because of one or two obnoxious posters who think its funny to try to spam threads with nonsense.
Sure you can report people but that's not what I want to spend my time doing. And straight after someone is banned a similarly annoying person with a new account just happens to arrive. So they just get around it. This is how some people like to spend their time I guess.
So I vote for giving it a go.

BTW obviously I mean they spam threads with nonsense that werent MEANT to be spammy nonsense in order to ruin the idea of the thread.
