I've made a move, but my clock is still ticking -- it says "Reconnecting"... And it does so for 5-10 seconds (sometimes F5 helps).
Finally it connects again, but I lost 5-10 seconds with 20 seconds left on the clock (3:00 blitz game).

It means your internet is crap.
Simple as that.
You can check it by clicking on your username in the top right corner then clicking on the ping/server.
My ping is 37ms
5 sec = 5000ms
I don't really see what the problem is
HTML5 client-side is able to register the time when I have made the move. On reconnect this time is synchronized with the server and the other player (although on his clock this might look funny, but I have not spent more time because of that)
Instead lichess is using the time when my move is picked up by the server, whenever it might happen
How else should lichess process moves? Wouldn't they have to be registered on the server in order to be play and broadcast to your opponent?
Yes, but using the actual time the move has been made, not the time when information has been received by the server

How conveniently when its 10 sec left on the clock, the server disconnects and forces you to time out, even though the move is made
