It is ok to use a fake bio and/or flag in most cases, as long as you do not pretend to be a person who does in fact exist.
There is some nuances to this. For example, it would be alright for me to pretend that I am Pinocchio. However, it would not be alright if I pretended to be PlutoChessChamp.
It would also likely be considered alright if I pretended to be Julius Caesar, because almost everybody would understand that it is very unlikely that I am indeed him; though other historical or fictional personalities might not be ok, depending on what they stand for.
In conclusion, it is not very easy, but in most cases harmless lies to be anonymous will not be problematic.
