Failure to make Initial move as Black

A feature I'd really like is this:

When you start a game as White, and your opponent, seeing your rating or disliking the fact that he has Black, declines to move, a message should pop up: "If you do not make your initial move as Black within two minutes, the game will be automatically aborted and your next two games will be played as Black."

That'd teach them!
That seems like quite a punishment, especially considering that White hasn't even made a move.
I find once white has moved, black's clock should start running. That is also how it is over the board.
Now a black player can wait and if white plays say 1 e4 continue and if white plays 1 d4 abort or the other way around. Somehow that is not fair.
Over the board, White's clock starts before he moves.
Toadofsky, you misunderstand me when you say "White hasn't even made a move". That's my whole point. White *has* made his first move, but Black refuses to reply, hoping for an abort. It happens a lot. I agree with tpr that if Black's clock starts running immediately after White makes his initial move, it would be a big help.
It seems unfair to give white the advantage that he can start the game whenever he likes without the clock running, and black just has to be ready at all times to respond. If a change like this is implemented, it should be so that both clocks immediately start running when the game starts. The problem here would be that players with slow connections could lose seconds before they can even see the board.
Start white's clock with 10 seconds delay. After white made a move start black's clock with 10 seconds delay.
