If white ran out of time here, what should the result be?

Article 6.9 of the FIDE laws of chess :

"if a player does not complete the prescribed number of moves in the allotted time, the game is lost by that player. However, the game is drawn if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves."

So this is a draw.

Concerning Smileyface1236's position, whatever white plays, black is stalemated (or mated). Black can't win, therefore it is a draw as well.

It is interesting because a lot of player think it is a matter of material. So they would assume it is a win for black because you can imagine mating patterns with this material, but in fact, there is no series of legal moves to reach those mates.
