Smartphone signature - premium account

Hi,

I just had some thoughts about cheating in online chess. Since people who get caught for cheating seem to have an easy life by just creating another account and do the same evil thing over and over again to online chess I just though it would be a good idea that everybody can get a sort of "premium account" via smartphone signature.

So people who once get caught for cheating cannot create another premium account on an online chess website. So there would be two kind of accounts ,normal ones, and premium accounts, who are clean.

Alot of online games (where cheating is possible) use this technology. I though it would be a good idea for online chess websites aswell. What you guys think?
How does a "smartphone signature" work?

There are some aspects I like about this idea. But there are some cons too:

- I don't like the idea that you have to own a smartphone (I think) to be considered a trustworthy player. I don't think that this is in the spirit of an open chess site

- you need an option to only play "trusted players" when entering the search lobby which lowers the amount of possible opponents
Yeah there would need to be an option to play trusted players only, or e.g. only people who registered can enter the tournaments ect...

The "signature thing" would be pretty easy to handle. (like the e-mail confirmation) You just get a code-message on your phone that you have to enter on lichess. Alot of online games use this method e.g after the implementation of "prime accounts" in counter strike the game was alot more enjoyable then before.
What if you don't have a smartphone? How is that easy?
@Toadofsky I think in 2017 almost everybody has a working phone where he can receive a simple code-message. It was just an idea, easy to implement and with great effect i think.
I do not own a smartphone. That's how the govt track and keep tabs on you.
