There is some complicated stuff with the time zones so you will have to wait an x number of hours depending on your country

When creating a tournament the organizers can chose if they want to allow players to join who are restricted due to missing their last game in a Swiss tournament. If you missed your last game in a Swiss tournament and want to join a Swiss tournament before the restriction is lifted you should talk to the organizer to set up their tournament accordingly.

It's simple - Lichess instituted a policy (a month or two ago I think) where, if you join a swiss tournament and then miss a game, you get a temporary ban preventing you from entering any (*) swiss tournaments. This was put in place because far too many players sign up for these tournaments and then don't play their assigned games. They either forget about the tournament, or don't withdraw when they are done playing (assuming the tournament is still going on). When they do this they still get paired with others who then have to sit around and wait while the clock runs down.

(*) I believe tournament organizers can choose to allow "banned" players to enter their tournaments but most likely, few do. So moral of the story is - if you sign up for a swiss tournament, play your games (and make sure to click the "Withdraw" button if you must leave before the tournament ends) or you may find yourself unable to join more tournaments for a while.
