Banned opponent, no rating refund?

Recently played OneLove_AZOV in horde variant...reported them to be cheating, and they are indeed banned. But I didn't get a rating refund though? Lost 11 rating points i believe. Not a big deal but just asking questions.

FWIW, additionally, players can be banned for TOS violations other than cheating which do not result in rating refunds for opponents.
