Cant chat while being Anonymous

I noticed that I cant chat while I am not logged in (and have the status of "Anonymous" ) but I also noticed that other players that are ALSO labeled as Anonymous themselves CAN indeed chat to me and no they dont use the few ready text chat buttons like "good luck" and "hello" there were people that talked with real sentences ...

Why can they do that and I dont? (again I am 100% sure that they were Anonymous as well)

From what I heard, there was a lot of abuse and offensive language in the chats, so they just closed it off.

If they closed it off then how can some people text me in chat while they are anonymous too?
