According to stockfish, the puzzle solution is not clearly the best line and only wins because the opponent blunders.
On the second move, Stockfish gives the solution move 15. Qh5 +0.4 and the alternative 15. g6 +0.7. Neither one of these scores is really compelling for a tactical problem.
In the problem after 15. Qh5 black blunders with 15. ... Bxg5. I'm guessing the incorrect creation of the problem comes from thinking this is black's best response. Instead, black could play 15. ... g6.
I spent a long time on this problem and in the end got it right just by moving Qh5 even though I didn't think it was winning.
