Many people complained about the problem that chatbans don't have notifications. I think it is necessary to inform players that they are chatbanned, otherwise they would get confused that everyone ignores them. Chatbanned players are not banned for cheating/boosting, they deserve a notification of getting chatbanned. That would make it easier for them to appeal or rethink their behaviors.

The change you suggest would also make it easier for toxic people to realise they are chatbanned, and immediately create alternate accounts to try dodging it. If people are chatbanned, generally there is a good reason, and having other people not see their messages is exactly the point.
Before chatbanning players,there is usually given out warning to be nice when communicating with other players.If this rule is not followed,then player who abuses chat gets chatban.Fair and square.He/she had choice between being nice and being not nice.In case of being "not-nice" will be given out chatban :)
And there is always possibility to appeal. Sometimes Lichess gives another chance to the player,but mostly they remain banned.
@risky-chess I don't think so? I was chatbanned for pinging the mods once, no warning, no nothing.

This also applies to users who have been banned for cheating! They'll find out one way or the other anyway!
