I solved almost 13000 puzzles but lichess still thinks I'm new and put the ?-mark next to my rating!

I don't believe anyone sees it that way. The main purpose of the puzzle rating is to rate the puzzles (rather than the solvers) so that people are offered puzzles in reasonable approximation to their strength. But because the solvers' puzzle rating is highly dependent on which puzzles the player chooses (mates in 2 for you), plus how long they spend on each puzzle, it's pretty unreliable. Some people, like you, will achieve inflated puzzle ratings perfectly legitimately, and these ratings should be regarded as unreliable and should not be allowed to affect the puzzle ratings too much.

This it not players' problem. Lichess should resolve this in a proper way.
I don't think this "?" mark is handled internally the same as unreliable rating. IMHO the motivation here is to discourage people who would resort to various forms of cheating just to be able to brag about their puzzle rating. As long as you don't need to brag and you take the puzzle rating just as an indicator how are you performing for your own use, you can still see your puzzle rating just fine and you can ignore the question mark displayed next to it.

What use ratings to me, if not to brag about? I can't even tell myself that I achieved this or that rating, because I see that Lichess thinks it is undeserved.

The point of chess rating is to give you puzzles (or opponents) that match your current level. Rating is not the goal, it is a tool to improve your chess experience. The goal is to enjoy chess.

That's it. Using rating for other things, such as bragging, will result in problems, like the one you're experiencing now.

That's up to you, I guess. Personally, I can still have good feeling about my puzzle rating as long as I know I didn't do anything dishonest. I'm rather concerned that I'm not able to spend as much time on "real" puzzles (not daily ones) recently. On the other hand, it's a reminder that puzzle rating shouldn't be taken too seriously; someone else having lower puzzle rating does not necessarily mean they are worse at solving them, they just may not take them as seriously or have enough patience.

Also, it's an extra bit of motivation to raise my (classical) rating over the 1800 line. :-)

yah you are right puzzles had a top 200 list but now it's gone I do it for practice also for my profile looking good puzzles are easiest thing I think that is in liches I am 2200 so I can easily go to 2200 also in puzzles even if puzzles is not the easiest thing on lichess
