Let me comment on your post
1. Do not use caps
2. If you want it to be added please give 2 good reasons to the statement(you could get a higher chance on suceeding)
3. Lichess can choose to follow FIDE, no forcing
When though? Like at the start of the game? To take a selfie?
sorry but the good reasons are to prepare for uscf and fide tourneys where there are time delays as this is differnet from increment still keep the increment option but add this one as well
Delay rather than Increment has an advantage if you wish to prevent players "running down the clock" on you and you don't want a "flagging" game.

1 minute with 30 second delay, for example, feels more like a rapid game, but your opponent can't accumulate time blitzing out opening moves, then "run down the clock" later.

0 with a 10 second delay is like the "bleeping clock" blitz I've played in the past, although I quite like the option of a clock start time (e.g. 1 minute, 30 second etc) in addition to the "delay" time.

I think it would e popular once players get used to the concept.
FIDE is not using delay. FIDE is using increment (Fischer).

Deleted my previous comment because I've changed my mind. I personally don't like delay (mostly because it's helped me get flagged WAY too many times in tourney games :P), but I can see why some people would. As for code complexity as I mentioned in my now deleted comment... yeah that is a drawback, but it isn't as bad as adding a whole new variant so it's still possible IMO.
@akagan1 I have a doubt, what do you mean by "pleae". I've never heard of it.
if you meant "please", then why are you shouting when you're requesting?
