Punishing my friend

I play casual chess with a friend of mine. Almost every time we play, he plays this opening where early on he moves the b and g pawns one square and fianchettos both bishops, often by move 4.

Given that this is a very non-standard opening, I assume there must be a good way to punish it, but I can't seem to be able to get a decisive advantage early on. Any general ideas?
It's a reasonable line (especially with White). Not likely you'll be able to "punish" it too severely...
maybe you can play the same opening, and you and your friend can take turns killing off all the bishops and rooks. But make sure to play as white.

According to computers only 1.g4 and 1.h4 are worse for White. Anything else you can play equal or playing for a slight edge. Now that doesn't mean that you cannot establish some advantages in the openings. Usually, when your opponent refuses to put pawns in the center the strategy is to build a stronger center yourself and take space. Doesn't mean you are better, but at least you have at least one imbalance in your favor.
