Not comparable. You could set the initial rating to 300, but the players don't automatically become super good because the average rating is only 300.
You could compare it to Norwegian and Swedish starting ratings. IIRC Swedes start with 1500, while Norwegians start with 500. That can make it very hard to compare youth from those countries.
chess.com ratings are the closest possible to your actual otb rating. lichess ratings are WAY overinfalted imo, i've been playing here for a week and im 1950 bullet, while on chess.com i struggle to even get above 1600 lol
A 1300 on chess.com is equivalent to about a 1700 or 1800 player here... while the 2000 players on lichess are pretty much equivalent to 1700 or 1800 on chess.com....

But there are some issues which makes it hard to raise the raiting on cheat.com:
1. Cheat.com ;) The automatical cheater ban system is very unprecise and it takes weeks for mods there to decide to ban a susicious user.
2. Like said in this thread: Often people start way below 1500 on the live server. So you often maybe play much stronger guys than the rating occurs.
3. Chess.com is a paradise of inactive players (maybe because of lichess ;-) ) so they often dont play for a long time there, but are much stronger when they return.

Not agree with all the comment, it depend of the cadence for me.
I play on chess.com and i have a 2000 average rating in 3minute and five minute game, but here it's more difficult. On lichess the 3 minute game was very difficult more difficult to defeat a player in blitz at 1800 than 2000 and more .. I think the grow up of player here make the blitz game here more effective and difficult... It's my opinion.

#5 it has little to nothing to do with inflation. Online and OTB ratings are in general very different.
