Is an Avg Center Pawn Loss of 70 decent? Im not entirely sure how to read that metric

U mean the Average centipawn loss ...
that's the diff between ur moves and stockfish engines best moves averaged over all ur moves.

Values around 70 are mostly losing games (at least for me and my games)
Based on my game history analysis, I consider 30 to 40 to be decent or good. I consider 20 to 30 to be very good. And anything less than 20 I consider fantastic. ACL between 40 and 50 is generally iffy and anything over 50 I consider as outright bad.
I dont look at it. I try to understand the position, and if i win, i won, if not not. I go with my feelings. There were games i found fantastic with acpl more than 100, and some games i didnt like with acpl less than 20.

But i could say:
1. < 20 - 30 : no blunders
2. 30 - 70 : 1 - 2 blunders
3. > 70: > 2 blunders.

I actually started a thread on this a while back.

I've had losing games against 1300 rated players with an ACPL of less than 20. I've also had winning games against 1800 rated players with an ACPL of more than 70 where even after having Stockfish analyze it I was happy with how I played (I'm not going to beat myself up because a nine move combination from my opponent wins my queen for a bishop).

I believe that until you reach the level where close to perfect play even in complex positions is more or less feasible ACPL is a measurement of how complex the game was just as much as it's a measurement of how well you played.

Also it obviously depends a lot on what the time control is.

Fair enough. And like I said, my statement was based on my experience from looking at my game analyses. Other players with different time controls and different play styles may categorize ACL values differently than the ranges I described.
