Why does white make these moves in this fork practice? PLEASE explain, they just seem 2 b BAD moves

Move 1-The best move is Qe6 which threatens the rook (computer say good move) but why doesnt white take my queen with the threatened rook rook? instead of defending it with Qb4?

Move 2 -The next move for me is queen to h3 (which could of been avoided if they took my Queen). Anyway then white decides to trade their queen for my bishop which seems to make no sense. So i am obviously not seeing something that everyone else does. Can someone please help me out with an explanation.

Why not take my rook and why trade their Q for a measly bishop?

ONE LAST THING SORRY.

I TOOK THE PRACTICE TO THE ANALYSIS BOARD AND THE ANALYSIS BOARD GIVES VERY DIFFERENT NUMBERS.

At the start position the practice is in blacks favor of -16.7 BUT when i take the exact same position to the analysis board the favor is only -9.2. the numbers are different when i analyse them. I think i need to get both to analyse at the same depth. How do i set that up. Thank you.

Sorry for so many questions, they are all related to one thing so i put them in one place.

I would really like someone to explain whites strange moves for me please, thats the main question.

This can be deleted, i see it now. So obvious once you open your eyes.
If White takes the queen, 2...Rd1+ leads to mate.

After your 2...Qxh3, Black is threatening mate (Qg2), which is impossible to avoid without huge material losses.
