If we put a semicolon instead of a full stop, does that not count as the end of the sentence?

A semicolon does not denote the end of a sentence. A phrase that precedes a semicolon, will have additional meaning or clarification given to it by the phrase that follows the semicolon.
To read closingdown's sentence literally, I would not say that "I." is a sentence, it is a preposition/subject and needs a verb included.
If you read any of Cormac McCarthy's books, the whole book feels like one sentence due to his scarce use of punctuations.
