Confusion with various "flags"

I hope someone can answer this. By "flags", i am referring to when Lichess marks a player and that player can't see (kind of like when they are marked as a cheater, etc.). Normally when one is marked as a cheater, they can't play rated games right? Then what is the difference between being labelled a "cheater" and being labelled as "a player who uses brain cell assistance" because is that not cheating too? I am not pinpointing specific players but I find it strange that someone with the latter marking can still participate in tournaments.

So I am confused?
@CrystalEdge It does kind of suck since you can become confused. The main way to tell whether they are banned for real or not is by seeing if their ratings show up on the left.
yeah if the red banner says something less formal sounding/weird then it's mostly likely self-made. The real ones are almost always along the lines of "banned for using computer assistance/sandbagging" etc.
