I reported a suspected cheater and it has been a week and he is still playing.
And to think you were so careful about using the word "suspected"...
from my experience anything between 0.5 second and a few weeks

Disclaimer: I am not a Lichess mod and have no inside information about their cheat detection process.
In my narrow experience, folks that I report either get banned within a day or two, or not at all. This makes me think that the turnaround is pretty quick *if* there is enough evidence to ban the person for cheating. If it's been a week like in your case, from my experience, there is probably not enough evidence yet, or they are not actually cheating.
Again, this is just from my experience and I could be totally wrong.

Yes, as @drmrboss said, Lichess does not allow public shaming. Don't do that.
