Rubinstein. Keres. Korchnoi.

I think in his time David Bronstein was definitely WC material but hampered by, let's say, political issues.

There is a site that extrapolates ratings backwards to give [uncertain] data on questions like this. My opinion is the small group would be Pillsbury, Rubinstein, Keres, Bronstein, Korchnoi. Ordering depends on what one weights. My opinion is that if a tournament of them at their 3 year peaks was held [after letting everyone catch up with theory], Keres would win.
