large rating fluctuations after period of playing non rated games

i only played casual, non rated games, for about a year. when i started playing rated games again, a win or loss at someone near my rating caused a large +25/-25 rating change. it seems there must be a period of inactivity in rated games that causes a person to be rated using a different formula. does anyone know if this is the case and if not than what causes the large rating fluctuations?
Yes if you look at your stats under each type of game (rapid, classical etc) you'll see a Rating deviation number. Hover over that with your mouse and it tells you if that number goes over 110 your rating becomes provisional again. I believe that number slowly rises the longer you don't play that time control.
Your rating deviation goes up every day you don't play a rated game in a particular game type.

It doesn't go up very fast, the code has a note in it that it should go from 60 to 110 in a year of inactivity.

110 is when a rating becomes provisional.

The closer your rating is to 45, the more stable it is. 45 is the lowest deviation you can have. (you get about 5-6 rating for winning[and losing] vs opponents in a 100 rating range with 45 RD)
