Yep. Petrosian was banned for (allegedly) violating Fair Play.
ChessDotCom and Lichess are entirely different platforms operating in completely independent circles. Petrosian is only banned from ChessDotCom and the Pro League (which is hosted by ChessDotCom). Because Lichess does not have the information that ChessDotCom's Fair Play team has to issue the ban, Lichess seems correct in staying out of that accusation and fight.

I imagine that if a title player was confirmed to be cheating by an official organization (USCF, FIDE, etc), then that would be different. But currently, the controversy is contained to ChessDotCom platform.
As a professional player who relies on teaching students for additional income TL Petrosian will suffer financially apart from always being under a cloud of suspicion. He is known as an outstanding blitz player who is an acknowledged expert in the kings indian attack, only Amin may play it more at the GM level. If he takes legal action I believe he will receive a settlement offer since chess.com will not want to risk being forced to explain in depth its anti-cheating software in litigation.
I do not know if Petrosian plays on lichess. If so what is his id?
