ten minute ban is ridiculous

I got a ten minute ban for aborting a few games in a row because my opponent refused to make a move.

This is silly. Either the clock should start running within a few seconds of while making a move or this ban should be removed.
You can't have waited very long. If you wait 5 - 10 seconds, for your opponent, you won't experience the ban.

Wait longer next time.
Waiting 15 seconds before aborting should do the trick. 15 seconds isn't really long anyway.
I always wait a few seconds then count to 10 slowly, as in one mississippi, two mississippi....

What does anyone need 15 seconds for? This is the only site that does not start black's clock when white makes a move. I can understand a few seconds, but 15 is too much. Whatever they need to do, they can do on their clock.
First of all, the other player may not actually get the full 15 seconds, due to lag. Second, they may be on another browser tab while waiting for a match, and have to notice the alert and click on it to switch back to lichess, which takes a few seconds especially if they are in the middle of something. Then they generally glance at your rating to see who they are playing. If they are black and you made an unusual first move, they may have to think about how to respond.
If you abort after I believe 15 seconds then your opponent gets a strike rather than you. Otherwise it applies to you, and i'm not sure how many it takes to warrant a temporary ban.
I wonder if such a ban takes effect even if the opponent is AFK or on a different browser tab the entire time. lichess already shows if the opponent is "present" or not.
#6 If the game is aborted after 45 seconds, then the player that didn't move is blamed regardless who pressed abort.

It's not a simple number, but a nice little algorithm. It basically looks at the ratio of normal games to aborts/not moving/ragequits. If you never got a tempban before then it allows more "strikes" before banning, the 10min time doubles for each new tempban within 2 days up to 2 hours.

#7 It doesn't care if the opponent is there or not, and the presence just means the browser is connected on the socket; not whether the player is actively looking at the game

i'm usually playing on a very bad connection, so i am happy for everything that helps me get to the board intime :) sometimes the connection can't make it on time actually with the 15seconds.
"especially if they are in the middle of something"

This is the problem. If you are into something else, then don't issue seeks.

The clock should be turned on immediately and failing to make an opening move or respond to an opening move within 30 seconds should be a rated loss.

Try to understand that issuing seeks is a responsibility to play and you can't mess with other players by not playing. This won't happen unless abandoning seeks is punished in a material way.
