A chess federation is a national entity that can become a FIDE member. You're talking about starting a chess club.
Firstly, how much resource or financial support does your school provide? If it's not enough, try local businesses and ask for sponsorship. It does not have to be cash, could be goods that you can use as prizes in tournaments.

Try to make it as inclusive as possible so all level of player can participate:
- mini games & puzzles are good for quick lessons
- organize tournaments with medals & trophy's for best moves/players/games
- teach also about chess history/current players as chess has Great role models for kids to aspire to
- try to involve the outside community & apply for funding/donations where possible
- contact some top chess players from your Country to see if they can help
It's actually possible that he does want to start a Chess Federation. The OP according to their flag is from North Korea and currently there is no North Korean Federation associated with FIDE. You would need to get in touch with FIDE to see if it's possible. It is a possibility that international sanctions could cause issues with any fees federations would have to pay FIDE.

As far as funding goes I think a government grant is only likely option and that relies on political connections you have with the ruling elite.
My federation has 30 members. And growing. We host tournaments every week!
If this were a club I'd suggest trying to get people into groups of 4 to play each other, for 1 meeting, then the next time the player that lost the most games goes down a group, while the player that won the most goes up a group.
This would keep the best players interested, as they would mostly play themselves, but give incentive to the lower rank to progress to the higher rated players.
This would be one way to ensure the weak players are not just being 'beaten up' by the stronger guys; constantly losing can be hard on people, and they might lose interest.
Not sure of the rules in North Korea regarding having women play, but if allowed, it would add to the potential number of players.

good luck to you
