Nope. Actually when someone loses on time, and you see the game, you will never see 0:00 in the clock of the player who lost on time. You will see only the time the player had to make the last move. This is because the player actually didn't move, and in that particular moment of the live game, he had that amount of time left which is shown.

It's because in the game, the approximation of the time left is by 0.1 sec. But you can see in analysis tab that with two numbers, 0.08 appears.
