I lost to a cheater?

Maybe he was cheating, but I'm not convinced he cheated me.
I analyzed the game and it seems like he made plenty of mistakes (6). Also, his move times seems human.

So how does this work? He cheated in another (previous?) game, so who gets their rating points back?

All of his opps he ever played.

this sounds a bit excessive.
If, for example, I'd cheat EVERY player I ever beat will get his rating back? we're talking about 3K wins.
