Do downvoted puzzles get removed?

I was wondering if these puzzles get removed from the list?

There are some shitty puzzles mixed with good puzzles which I downvote but I was wondering if there is a purpose to that.

What do I mean by shitty? Those that have a main tactical idea which is very clear and fun to solve, but at the very end of the puzzle there is this quiet move. This quiet move ruins the puzzle because it does not have a tactical justification, but rather a stategical one. In other words, the move is not very clear to the tactical eye. I know strategy is important, but I am not solving puzzles to learn strategy.

I would like these puzzles to be removed so that others remove bad puzzles for me as well.
puzzles that are downvoted enough are no longer presented to players. However their URL remains available, for consistency and History's sake.

So yes, it's important to downvote, to filter out the boring puzzles.
Thank you.
I would be nice if this were in the FAQs.

One little detail. Whena puzzle has zero votes, and I downvote, it does not go below zero which is misleading because it makes me think my vote didn't count.

Thanks!
