Why do some players have a ? after their score.

Why do some players have a ? after their score. I have noticed these players, with a score about 150 points below me, that have accepted my challenge play superbly and demolish me. WTF??
It means the rating is provisional and they need to play more games before their rating is assumed to fairly represent their playing strength. All new accounts start at 1500, if you look at someone's profile and then select the variation (e.g., classical) you will see a rating deviation. A value over 110 means the rating is still provisional. Generally, the more games a person plays the lower their rating deviation will be.
I know somebody on this site who has over 33.000 bullet games in but still (or again?) has a provisional bullet rating. How come? And is this an indicator of something fishy going on?
@JKheidegg if you're not playing for a long time you start to be considered again as having a "non reliable" rating
It;s difficult to answer on hypotetical cases ;)
I guess other people would have better explanations
@kiseiju I've read through older threads and as far as I understand it, it is possible to fall back into provisional status if you play a lot of games but perform *very* inconsistent, meaning your rating deviation remains pretty high, causing the "?" to reappear.
