Tournament rating

I didn't find a similar answer: I'd like to create a tournament and set up the max (and min) rating for the players. The idea is to let only low rated player (like me... :-)) to have a possibility to win such a race. I've seen that in some of them there is the rule: >1600 rating. Is that a feature enabled only for some lichess user?

Only the official tournaments have a rating range. It is disabled for the tournaments created by user to, I think, avoid abuses (Ex: The host, which is 1790 in blitz, would creat a tournament below 1800, a 1950 below 2000, etc...)

I think it would be even better if there were some sort of pairing system which partitioned players into rating sections, somewhat like early rounds of an accelerated Swiss.
