lichess rewarding players that dosent move?

Apparently if you abort a game where your opponent just sits and do nothing you will get a ban. This seems very unfair. At the moment I have an active bullet game where my opponent havent moved at all. For me to get santioned for aborting a game like this is just wrong imho.
Is there a specific reason why these games are not aborted by the server?
I guess this means that if I make my first move as white my opponent can just sit and wait for hours or even days for that matter and then make a move. If I'm not active on lichess at the time he moves, my time will run out and I lose on time. So basically my opponent have rewarded for his behavior.
You will only get blamed (and temp-banned from lobby) if you don't wait at least 15 seconds before aborting seeks. If you wait longer than 45 the player that didn't move would get blamed regardless who pressed abort.

This rule only applies to the first game from a lobby seek with a clock, not rematches and not correspondence as those seeks get recreated automatically.
